Russian: The vowel reductions, they're a dead giveaway. Only if it also has afficates for palatalised /t/, /d/, then it's Belarussian. It reminds me of what happens in some cultures anyway where admitting ignorance equals losing face so you'll get a likely answer instead of "I don't know".

If you mean a whistled language like some tonal languages do where you whistle the tones, I've seen notation using tone numbers. I guess you could also use IPA tone symbols and have something like [˧˦˦˥]
