Russian: The vowel reductions, they're a dead giveaway. Only if it also has afficates for palatalised /t/, /d/, then it's Belarussian. It reminds me of what happens in some cultures anyway where admitting ignorance equals losing face so you'll get a likely answer instead of "I don't know".

What you're describing sounds like a causative case to me. I don't think it's reconcilable with the causative voice since raising the causer to the role of the syntactic subject is in the definition of the causative voice. If you mean a whistled language like some tonal languages do where you whistle the tones, I've seen notation using tone numbers. I guess you could also use IPA tone symbols and have something like [˧˦˦˥]
