There are some sino-tibetan languages with syllabic fricatives instead of high vowels and also a few languages in california like that. Also no taking back sound changes.

People find that too hard to pronounce, so under the influence of a dialect where that sound change didn't take place, they palatalize they palatalize and labialize the consonant and defricate the vowel.
