1. It's really not that silly, /I U/ are centralized after all. Many conlangers use IPA letters in way weirder ways anyways.
2. Yeah. The extra high and high tones are conflated, and so are the mid and low tones: /a̋ á ā à/ <á á a a>. It looks like something a conlanger would do but it seems to work well for them.
