How so? I have never in my entire life heard or seen "tired" used as an adjective meaning "having tyres".

Turns out it's headlinese and omits the "is" after "tweets"
I stopped reading the article when I got to this graf:
In November 2017, Trump’s interaction rate sat at 0.55%, later dropping to 0.32% in June 2017. As of this month, that it has declined to a 0.16% interaction rate.
More sloppy journalism , no surprise.

Kath: the sentence has two completely different meanings depending on how you parse it. And since in this case both sentences happen to be true, it's not entirely clear which one was meant...
[plus, 'painted lady butterflies' is a pretty little ambiguity in its own right, albeit one that's very clear from contextual knowledge]
