I have no idea what's up with ŵ, and the lack of t is weird (possibly just coincidental?) but what with <v g r l> I'm guessing Keapara.

It's indeed Keapara (proper), which indeed mostly lacks <t>, having lost it unconditionally - there are a few words with <t> but they're either loans or have an unknown etymology. Circumflexes in this orthography mark preceding glottal stop, both on vowels and on w.
