I stopped guessing because I'd already checked all the readily available info on Arawakan languages and found nothing with /ʋ/. Does the <ʋ> represent /ʋ/?
Edit - is it a Kampan language?

The <ʋ> represents [w~β~ʋ]. The transcription is mostly phonemic, but in this case phonetic. And no, it's not a Campa language.
