Indeed, Ministry for the Future is IMHO the best.
In that case, maybe your original post should have clarified that you don't oppose dark settings. What you want is for novels to propose solutions, not just wallow in melancholy.

I'll have to put The Ministry for the Future on my reading list. I didn't know that it was by Kim Stanley Robinson before I googled it.

Right! There is nothing wrong in presenting the problems in the beginning of the story; the point is that in a good story, they are overcome as the story advances.
