Let’s try re-romanizing English! I don’t believe we’ve had that as a challenge here before…

Consonants:
/m n ŋ/
/p t tʃ c~k/
/b d dʒ ɟ~ɡ/
/f θ s ʃ h~ç/
/v ð z ʒ/
/l ɹ j w/

Vowels:
I’ve chosen a set of vowels roughly based on those from RP (as listed on Wikipedia), which seems to be pretty close to my own dialect (Australian, I think):

Short vowels: /æ e~ɛ ɪ ɐ~ʌ ɒ~ɔ ʊ/
Long vowels: /ɑː iː ɔː uː~ʉː/
Diphthongs: /a͡i~ɑ͡i e͡i ɔ͡i a͡ʊ ə͡ʊ~ə͡ʉ/
Pre-rhotic vowels: /ɑː(ɹ) e͡ə(ɹ)~eː(ɹ) i͡ə(ɹ) ɔː(ɹ) ʊ͡ə(ɹ) ɜː(ɹ)/ (no need to distinguish these from the other vowels unless you want to)
Reduced vowels: /ə ə(ɹ) i/ (only found in unstressed syllables)
Possible syllabic consonants: /(ə)l̩ (ə)n̩ (ə)m̩/ (no need to distinguish these from əC sequences unless you want to)

Sample text:
As seems to be traditional, I’ve chosen to use Article 1 of the Universal Declaration of Human Rights as the sample text, transcribing it (roughly) as I pronounce it:

/ɔːl ˈhjuːmən ˈbiː.ɪŋz ɑː(ɹ) bɔː(ɹ)n fɹiː ænd ˈiːkwəl ɪn ˈdɪgnəti ænd ɹa͡its || ðe͡i ɑː(ɹ) ənˈda͡ʊd wɪθ ˈɹiːzən ænd ˈkɒnʃəns ænd ʃʊd ækt təˈwɔː(ɹ)ds iːtʃ ˈɐðə(ɹ) ɪn ə ˈspɪɹət ɒv ˈbɹɐðəhʊd/

(Also, I’m curious to know: why did you do ⟨y⟩ /dʒ/ and ⟨j⟩ /j/ rather than the other way around?)

A bit of an odd one for sure. <z> represents "dental." <c> represents nasal when after a vowel, and <nc> (somewhat arbitrarily) represents /ɲ/.
<j> /d/ was done so that I could do <b d g> /β ð ɣ/.

There's vowel harmony - a word contains vowels from only one of the two following sets and/or the neutral vowels from the third set.
1. /ɪ ɛ ɔ ʊ/
2. /i e u o/
3. /a ə/

There are 2 tones + phonemic downstep (/áꜜá/ [áā], /àꜜá/ [àā], /àꜜà/ [āá])
/á à/
There are also some toneless vowels - these are very short and predictable.

Consonants:
/p t̪ t c k/ ⟨p th t ty k⟩
/b d̪ d ɟ ɡ/ ⟨b dh d dy g⟩
/mb nd̪ nd ɲɟ ŋɡ/ ⟨mb ndh nd nj ŋg⟩
/m n ɲ ŋ/ ⟨m n ny ŋ⟩
/r ɽ (ɽ̊)/ ⟨r ɽ (ɽh)⟩
/ð/ ⟨z⟩
/w l j/ ⟨w l y⟩

Doubled consonants are written with only the first letter doubled, if a multigraph: /cc ll ɲɲ/ ⟨tty ll nny⟩.

Vowels:
First harmonic set: /ɪ ɛ ɔ ʊ/ ⟨i e o u⟩
Second harmonic set: /i e u o/ ⟨i e u o⟩
Neutral vowels: /a ə/ ⟨a ə⟩

Set 1 and Set 2 vowels are distinguished with apostrophes. A word with Set 1 vowels will begin with an apostrophe (e.g. /dɪdɔ̀rɛ̀/ ⟨ʼddòrè⟩), whereas a word with Set 2 vowel will not begin with an apostrophe (e.g. /ŋɡát̪íꜜðó/ ⟨ŋgatiʼzo⟩).

Toneless vowels are predictable and so are left unwritten.

Tones: /á à aꜜa/ ⟨a à aʼa⟩

Irregular spellings: The word /ŋɡɛ̀/ appears to be very frequent, so it is spelled as ⟨ŋg⟩ rather than ⟨ʼŋgè⟩ for brevity. (cf. Tagalog ⟨ng⟩ /naŋ/)

Sample text:
/múɽún máꜜá ŋáró ŋɡɛ̀ || ŋɡɛ̀ ŋɡát̪íꜜðó ŋɡɔ̀r máŋəɽ mɛ̀ɲ || ŋɡɛ̀ ŋɡɪ̀ccɔ̀ ŋɡɪɽə́ðɪ̀ ɽ ŋɡɛ̀ ŋɡáꜜllɔ̀ ɡwʊrɛ̀ɟʊ̀ ɡwɛ̀ɲ || dómbò ŋɡɛ̀ dàꜜɡʷàncò || ŋáró ŋʊcʊ̀ ŋáꜜdú ŋɡɛ̀ || ŋɪ̀dʊ̀ ŋɡɛ̀ ŋɔ̀r dɪdɔ̀rɛ̀ ŋɡɛ̀ dàð || dárènəɽ dáɟɔ̀ ŋɡɛ̀ dɪ̀ɽə́m dɛ̀ɽɛ̀ɲ || ŋúɽùn ŋárə́ldá ŋɡɛ̀ ŋájóꜜrŋé || ŋɪ̀dʊ̀ ŋɪɽə́ɲí ŋɡwáꜜt̪ɪ̀ ŋɡɛ̀ || ŋɛ̀ ŋɪðàꜜdɪ̀cɔ̀ ŋɡɛ̀ ɽ ŋɡádú ŋóɽwó ŋɛ̀/

Muɽun maʼa ŋaro ŋg. Ŋg ŋgatiʼzo ʼŋgòr maŋɽ ʼmeny. Ŋg ʼŋgìttyo ʼŋgɽəzì ɽ ŋg ʼŋgaʼllò ʼgwrèdyù ʼgwèny. Dombò ŋg dàʼgwàntyò. Ŋaro ʼŋtyù ŋaʼdu ŋg. ʼŊìdù ŋg ʼŋòr ʼddòrè ŋg dàz. Darènɽ ʼdadyò ŋg ʼdìɽəm ʼdèɽèny. Ŋuɽùn ŋarəlda ŋg ŋayoʼrŋe. ʼŊìdù ŋɽənyi ʼŋgwaʼtì ŋg. ʼŊè ʼŋzàʼdìtyò ŋg ɽ ŋgadu ŋoɽwo ʼŋè.

(Question: This looks to me like it’s from a conlang. /ŋɡɛ̀/ is really amazingly frequent; what does it mean?)
