Well, I don’t immediately know what this is, and I’d quite like to take fusijui’s advice and avoid another round of ‘20 questions’… but on the other hand, I really don’t want to give up now!
Now, the orthography is really distinctive, what with the colon, ⟨ø⟩ and tone symbols… on the other hand, searching for those doesn’t seem to help much. My best guess is that this might be Loloish; is that correct?

I was unlucky. I searched for one word to get a clue as to where the system came from, and was unlucky enough to instantly find the cited text, which disqualifies me from this round.
