Are the Ečendi the same as the Uṭandal? I'm not sure if one terms supersedes the other, or if they refer to different peoples.

Uṭandal is correct. I used to call them Ečendi, before I completely changed the phonology of Old Skourene, and I didn't track down all the old usages.
