Looking for Text Conversion Software

Hello there ,

Is there any software, program, linux program or website which converts french , german or dutch text to international pronunciation text ?

I'm not aware of any such thing. German and Dutch shouldn't be too hard to make it for, mainly by simple string substitution and looking up a list of exceptions for affixes and whole words.
French should be relatively simple, too, though you got only one or two shots of conversion to IPA before the online dictionary you used for looking up pronunciation blocks you for what it thought was a puny DDoS attempt.

This is why you need to use a botnet for your backend - have a different host look up each individual word.
