Circumflexes in this orthography mark preceding glottal stop, both on vowels and on w.
Thankfully my laziness in checking more obscure languages cancelled out Wikipedia's ignorance of the marginal status of /t/ :D

Not a clue. It's not Sino-Tibetan, is it?

I've read the only paper there is on Keuw like 20 times like 2 years ago. It's an extremely interesting language, but sadly also extremely underdescribed.
Anyway, here's a new sample:
Ijíbu ayamane khege wuji me bati hruñga he ‘‘imuñ ci ameya wujida,’’ kaja me angesata liba etoñwe ecolada ijíbu sona ci simbra ma nela. Aya ci ekroya ne thombra he tapume loprali eñkolo wuji, poñ lo wuji, aya ci elobra he amruhru wuji hrunga. Aya ci angesa he añko figa lawuji, ijibu aya ci thoga he maci wuji. Aya ci acanu ma he andikru euñ angoga, aya hone aya ci thoga bi me era a inunu ho randuda. Aya ci eñlona he innyi longa wuji tando hega da.

Assamese, to someone who wouldn't know Assamese if it were the last language in the galaxy. Well, something in that Eastern-Eastern IA branch maybe?

Is it spoken in a country where Spanish is the majority language?

Keuw is absolutely beautiful. I suspect it may be a Lakes Plain language at heart.

The sample doesn't look South American. Is it Asian?

It's not Indo-Aryan.

It is spoken in Asia, though.

I think I see where Travis is going. Superficially this does look like Cham. But I don't think that's it.
