There’s Lexurgy, whose creator is (I believe) not on this forum. If you drop the requirement for ‘active development’ I could add many others to the list.

Mine's no longer active (or at least not shared), but I did write one in Haskell. It was pretty cool writing my own featural/phonemic regex engine in a functional language.

I still think that mine is/was really good, but the great problem with SCAs is that while everyone thinks theirs does it best, there's not a huge user pool and distributing / maintaining / supporting / hosting stuff is a thankless task. Ditto.
